Local Organizing Committee Summary of Proceedings of the One day talk program on the auspicious occasion of ‘‘Engineers’ Day Celebration-Kyoto, 2008” held at Kyoto University on 20th July 2008. 


The Seminar was organized by the Event Management Committee(EMC) on behalf of Nepal Engineers Association, Japan Chapter (NEA-JC) to bring together senior engineers, planners, researchers, and experts from the various sectors with the aim of generating from the proceedings clear and coherent statements which would highlight the positive contribution to the disaster preparedness/mitigation to further enhance Nepal’s socio-economic development and the potential role of NEA in the changed political scenario. It also marked first Engineers’ Day Celebration. The seminar venue was chosen at the main campus of the Kyoto University. A local organizing committee with its advisory panel was formed to conduct the seminar successfully. The local organizing committee is detailed in APPENDIX--I 

Participants: The participants were research students, experts and planners from various engineering, architecture and agricultural field. There were 18 participants in total comprising 15 research scholars from Kyoto University, Osaka Sangyo University and Chubu University and 3 experts from various research institute and universities. The names of the participants in the seminar are listed in APPENDIX—II. The president of NEA-JC, Er. Dr. Basanta Kumar Gautam, chaired the whole session. The secretary of NEA-JC, Er. Netra Gyawali delivered a warm welcome speech to all the participants. Papers and discussions: The session was opened for presentation and discussion by the chairman. There were five papers presented by the research scholars and experts in the seminar. The topics discussed were very much relevant to the current context: The role of NEA in the disaster mitigation; potential natural disaster from quake and landslide dams; the optimum space planning for elderly population; chemical waste treatment process optimization and achievements in genetic engineering in agricultural products etc. The detail of the speaker, the topics and the discussion carried out is given below in the order of its sequence. 2 of 9 1 

Speaker: Er. Dr. Tara Nidhi Lohani Exploring the role of NEA in Disaster Mitigation: A Discussion Forum This time-relevant and inspiring discussion forum was floated by Geo-research expert Dr. T. N. Lohani after his delivery in a view to explore the role of NEA in the disaster mitigation issues. His Paper posed three basic questions viz., z Why NEA for Disaster Management? z What NEA can do for Disaster Management? z Why NEA should take the lead in Disaster Management? In developing his main themes Dr. Lohani shared a significant amount of information regarding the state of art about natural disaster and its mitigation works. Despite the involvement of many organizations such as Govt., NGOs/INGOs, the professional bodies like NEA, and others like Ehime University, NEC etc., very little have been done. In his presentation Dr. Lohani pointed out that the natural disasters are inevitable, we cannot stop them but we can reduce the effect with various mitigation works. Every year, natural disasters cause a lot of Human & Property loss, Health hazards, Infrastructure damage etc. He clearly showed the need of unified efforts from various organizations to achieve in a meaningful way. In this context he stressed the need of an active role of NEA to lead and mobilization of its experts in implementing the regulations like NBC for Nepal. Only three municipalities implementing the code which took almost 10 years to be prepared is really a disappointing figure for disaster mitigation. He pointed out the need of efficient warning systems for emergencies and possible disasters before the huge damage takes place such as GLOF, Earthquake, Landslides, and Flood etc. In response to his presentation the audiences added that there should be a cross-disciplinary approach as disaster management involves a coordination among many institutions. The dissemination of data and up-to-date information from NEA are some key areas to be improved. The participants also raised the question about NEA’s style of treating young researchers and about the disappearance of some previously available reports from its web page. 2 

Speaker: Er. Ripendra Awal Potential Water Disaster from Earthquake: An Example of Chinese Quake Lake-Tangjiashan In his informative presentation, Er. Awal pointed out some of the recent experiences from the Chinese and Japanese quake that could be beneficial in the context of Nepal too. Because of the fragile and steep mountainous terrain, Nepal is not free from the 3 of 9 possible potential hazards from earthquakes and landsides. The natural dam formed by the deposition of landslides and earthquakes could lead to flooding after the failure of such lakes. In China, the Tangjiashan quake lake formed on May 12, 2008, was successfully drained out for the potential hazard management. He stressed in the knowledge gained from successful management of potential hazard from this lake is useful to manage similar events in the future. The respondents showed an interest about the cost effectiveness of such practices in the context of Nepal. There is also the possibility of irrigation from quake dam. The conclusion was the use of available technology to cope up with the possible disaster. 3. 

Speaker: Er. Dr. Rabindra R. Giri Oxidation of pharmaceuticals and personal care products (PPCPs) in ‘laboratory grade water’ Dr. Giri raised the issue of ever-increasing application of pharmaceuticals and personal care products (PPCPs) has resulted to their presence in the water environment. Detection of PPCPs especially in sewage discharges has raised great concern due to their hazards in human health and aquatic ecosystem. Dr. Giri, in his illustrative presentation pointed out that the conventional treatment methods are not sufficient enough to remove such hazardous domestic effluents. Oxidation methods including advanced oxidation processes (AOPs) are promising and widely employed to degrade varieties of organic contaminants in water. He showed the results of his experiment using six combinations of oxidation methods on sixteen compounds to measure the effectiveness of removal of each combination in a very illustrating format. The combinations of the methods were based on ultraviolet (UV) radiation, ozonation (O3) and TiO2-assisted processes. It is apparent from his results that O3/UV can degrade a wide range of PPCPs, while assessment of PPCPs composition in sewage influent can be a very useful step on deciding an oxidation method to be applied. The lively discussion on the economic and safety part of the processes were raised by the participants. 4. 

Speaker: Mr. Govinda Rizal Recent Trends in Genetic Engineering Started with his four Fs (Food, Fuel, Fiber and Future) on which every researcher revolves around, Mr. Rizal’s presentation was an interesting subject to the participants. Mr. Rizal described a snapshot of the evolution of agriculture to the present day hydroponics (a method of growing plants using mineral nutrient solutions instead of soil) and the great achievements of genetic engineering. The necessity of more food created by the exponential growth of global population has led to the achievements 4 of 9 which were once thought to be impossible. Genetic engineering is on the way to develop extremely high yielding crops with optimum size, healthy flavors and attractive colors which at the same time are tolerant to drought, flood, disease and pest. Genetic Engineering mainly uses conventional breeding, genetic transformation and polyploidization to modify deoxyribonucleicacids (DNAs) in the chromosome in the nucleus of the cells of each organism. Some of the remarkable achievements in the field include discovery of Bovine Somatotropin (a hormone administered to cows to increase milk production), Flavrsarv TM tomato, golden rice; rice based edible vaccines to prevent Japanese cedar pollen allergy, biofuels, large seed less fruits, etc. 5. There were interesting poems from each of the president and the secretary of NEA-JC. Secretary, Er. Netra Gyawali had his sentimental poem read entitled ‘Talas’ and president Er. Dr. Basanta Kumar Gautam read his symbolic poem entitled ‘Mero Kabita ko Sheersak’. The program observed these two poems as refreshment within the paper presentations. 6. 

Speaker: Ms. Lata Shakya A Study of Living Spaces in Buddhist Monasteries in Patan(NEPAL) area As the last presenter of the program, Ms. Shakya asserted that there is a clear need for the utilization of the traditional residential spaces in Kathmandu Valley considering the daily activities of the elderly population. In making her main theme, she mentioned the growth of population due to in-migrants in the valley and natural growth, has created various problems. Due to the conversion of traditional cultural and residential areas into commercial and business centers, there is a danger of demolition of social and cultural ties among the community members who share the same space. She focused mainly on the preservation and rehabilitation of Buddhist monasteries considering all the stakeholders in the community. Ms. Shakya showed the pictures about the spaces being used currently in some of the BAHA and BAHI of Patan city out of 146 Buddhist monasteries built during 12th to 18th century. These monasteries were built for religious activities in the past and are still managed by SANGHA. She pointed out that it needs further research to explore possibility of living environment management for elderly by utilizing the monastery spaces. The respondents gave her a lot of suggestion to make the space utilization effective considering the local community, cultural values so as to make it inclusive. 7. In the briefing and summary session, the conductor and the coordinator of the program Er. Bidur Ghimire summarized the discussion sessions and readout the following statements as the declaration of this one day seminar: 5 of 9 
 (i) NEA should be a leading institution in the Disaster Mitigation works and not a follower which it seems now. 
(ii) NEA should have its sufficient number of experts in different regulatory bodies to implement the regulations effectively. The simple participation of the president in some organization like Bldg. Code is insufficient
(iii) NEA should launch sufficient public awareness programs for disaster mitigation/preparedness. (iv) The programs of NEA for capacity building and training are not sufficient.
(v) The poor dissemination of information and lack of updating can be seen even today in the web page. It should be improved.
(vi) Despite many rooms for improvement, the continuous efforts from the esteemed members can make the role of NEA very effective in making synergic link among various organizations working on the field of disaster mitigation and disaster preparedness. Then only the slogan ‘‘Fostering Today’s Engineers: Pioneering Prosperous Nepal’’ put forward by the NEA on its first Celebration of Engineers’ Day will be meaningful. 
(vii) The experience of successful management of possible disaster from quake-lake can be beneficial to Nepal. It is customary to say ‘Learn from the past and be prepared for the future’ (viii) Conventional sewage treatment like Activated Sludge Proccess(ASP) only cannot remove the hazards from PPCPs. So AOPs could be the supplement.
(ix) Genetic Engineering has become a boon to cope up with the increasing demand of food. 
(x) The rehabilitation of an area which is culturally and religiously important needs a harmony among the stakeholders, local organizations, functional requirements, technology and resources available etc. 8. The concluding remarks were made by the president, NEA-JC and he formally closed the session. After the closing of the program, participants headed towards the Nepali restaurant for dinner. Quiz contest
KATHMANDU: As a part of the first national level inter high school Mathematics Quiz conducted by Kathmandu University High School (KUHS), the central development region quiz was held on May 8 at DAV Sushil Kedia Viswa Bharati School. The quiz started off on April 13 aiming at inculcating students with fun ways of learning mathematics and its applications.

Govinda Rizal, coordinator of the Mathematics Council said, “It’s all about encouraging the students to hone their skills by providing them a platform to shine and realise their true talent.” The quiz, which drew an enthusiastic response from 16 schools, was conducted at two levels, the written round and the on-stage quizzing. Two students from the winning school from each development region will be participating for the finals at KUHS on May 29. — HNS

अदाः महाराजको जय होस्।
अरः आऊ मन्त्री, धेरैपछि तिम्रो जुँगाको दर्शन मिल्यो। के बिपत लिएर आयौ आज फेरि?
अदाः महाराज, मन्त्रीको प्रतिष्ठाबाट लछारेर दूत बनाउनुभएको दुई दशक भइसक्यो, मलाई मन्त्री शब्द सुन्दा चाबुकले चुटेकोभन्दा वेदना हुन्छ । मलाई त ‘दानब गोमन’ भनेर साम्बोधन गरेकै मनपर्छ।
अरः दानब गोमन, त्यही त। तिम्ले दुई दशकमा पनि मन्त्रीबाट दूत बनाएको शुभ मुहूर्तको शुभ मूल्याङ्कन गर्न सकेकाछैनौ है?
अदाः महाराज, हजुरले सबैको अधि सिंहासन त्याग गरेजस्तो गरेर आफ्नै शुपुत्रलाई राज्यभिषेक गराएर, अझै आफैँ सक्रिय हुनुहुन्छ। मलाई त्यस्तो सौभाग्यको सानो अंश पनि कहाँ मिल्यो र?
अरः सौभाग्य नमिलेको कहाँ हो र दानब गोमन, तिमीले घटनाको मनन र उत्तम विश्लेषण गर्न नसकेको मात्र हो। जुनबेला यो खुल्ला रहस्य पत्ता लगाउनेछौ, त्योबेला म सम्झने छु मैँले ठिकै मान्छेलाई मन्त्री बनाएँछु भनेर। (आयातित रक्सीका बोतलहरुको सङ्ग्रहतर्फ चोर औलाले औंल्याउँदै) लौ भन, कुन बोतल रित्याँउ?
अदाः आज म कुनै ठोस विषयमा छलफल गर्न हैन, महाराजले मलाई दिने समयजति तिता मिठा कुरा गरेरै बिताउने सोचेर आएको छु।
अरः श्रीमतीसँग विवादगरेर आएको हो?
अदाः हैन हैन, आज म महाराजसँग भलाकुसारीको मन बनाएरै आएको हुँ। विगतमा गरेका कामहरूको, बेईमानहरुको कुरा पनि गरौँ, भविष्यका सम्भावनाहरुको कुरा पनि विश्लेषण गरौँ भनेर हो।
अरः दानब गोमन, तिमी आफैँलाई सफल व्यक्ति ठान्छौ कि विफल व्यक्ति?
अदाः पहिला पहिला सफल व्याक्ति हुँ जस्तो लाग्थ्यो, अजकल विफल व्याक्ति हुँ जस्तो लाग्न थालेको छ। हुन त हाम्रा पिता पुर्खाहरू पनि उत्तरबाट लखेटिएरै आएका हुन्। हामीहरुपनि शरणार्थी नै त हौँ। के सफल के विफल ठान्नु र?
अरः तिमी भालेको शिउर हुन चाहन्छौ कि गाईको पुच्छर?
(धेरै बेर मौनता छाउँछ)
अरः पछुतो केमा छ?
अदाः मेरो त पछुतोहरू पनि दिन प्रतिदिन दोधारपूर्ण बन्दै जाँदैछन्। धेरै समयसम्म तेंगे (आरावाल) हरुलाई शत प्रतिशत खेद्न नसकेकोमा पछुतो थियो। अजकल तिनै तेंगेहरुको गुणगान छ, प्रशंसा छ, संसारभरि छात्ति फुलाएर घुमेकाछन् । म यता गुमनाम छु। मेरो त साखासन्तान पापीको वंशज कहालिने भयो। एक डेढ लाख तेंगेहरु लखेटेर के भयो र? यहाँ देशमा २० को १९ भएको छैन। यिनीहरूको जनसङ्ख्या घटनुको सट्टा बढेको बढेकै छ।
अरः फेरि एक मौका मिले के फरक पार्छौ र ?
अदाः ऐलेको स्थिति धेरै भिन्न छ पहिलेकोभन्दा। ऐलेको आफ्नो पक्षको विरोधी? सबै विरोध गर्न मात्र सकुसल छन्। यस्तो समयमा त दह्रो भएर भाँचिनु भन्दा नरम भएर झुकनु ठिक देख्छु। तरै पनि, फेरि एकपटक सबै आइपर्ने दोष जति शिरोपर गर्दै तेंगेहरुका शाखा सन्तान बढारेर यो देश तेंगेमुक्त बनाउने तुस अझै जिउँदै छ।
अरः यो देश तेंगेमुक्त गराएर, यहाँका गल्लि, नालि, फोहोर, सफा गर्ने काम कसलाई लगाउँछौ नि?
(मौनता छाउँछ, उत्तरविहिन अदा लाजले शिर निहुराउँछन्)
अरः हाम्रो देशमा कम्तीमा पनि पच्चिस प्रतिशत मान्छे गरिब चाहिन्छ । नत्र यो देशमा काम गर्ने मान्छे बाहिर मुलुकबाट आयात गर्नु पर्नेहुन्छ। ल भन त, बाहिरबाट कामदार ल्याउने कि यहीका तेंगेहरुको संरक्षण गर्ने ?
अदाः के भन्नु र महाराज, यी तेंगेहरुको कहाँ काम गरेर खाने जात हो त? दुई छाक खान पुग्ने भएपछि डासो (अधिकारी) भइहाल्छन्। नेता भइहाल्छन्। सर्वज्ञानी बनेर गफ ठोक्छन्। कसरी सहनु? मौसुफ सरकारले नै यस्ता कतिलाई जिल्लाका, विद्यालयका, न्यायालयका, अस्पतालका अधिकारी बनाइबक्सियो। विभिन्न निकायका प्रमुख, मन्त्रीसमेत बनाइबक्सियो। हामीले दिएको सुझाव मानिबक्सेन।
अरः चौपाय बान्न दाम्लो चाहिन्छ, मान्छे बान्न पद चाहिन्छ। जहिले पनि जनसाधारणमा यो भान होस् कि उनीहरूका लागि, नभए उनीहरूका छोराछोरीको लागि, अझ नभए उनीहरूका नातिनातिनीहरुका लागि माथिल्लो दर्जाको पद छ । एक दुईजना अधिकारी बनुन् वा मन्त्री नै। सेवा हाम्रै गर्छन् र गर्ने बानउनुपर्छ।
अदाः (नमस्कार गर्दै) कुरा बुझेँ, धन्य भएँ। तेंगेहरुलाई लखेटनुभन्दा यहाँ जोत्नै ठिक रहेछ।
अरः उनीहरूले जोतिएको थाहा नपाउन नि। फेरि प्रार्थना छोडेर विरोधमा लाग्लान्।
अदाः क्यम्प उठ्छ जस्तो छ, अब एक दुई वर्षभित्रै। सबै विकसित देश तर्फ लागे। हाम्रो देश कै बदनाम हुँदैछ। नयाँ ठाउँमा बढाइचढाइ गरेर हाम्रो खोइरो खन्दैछन् । हजुरले विदेश भ्रमण नगर्नु भएको पनि दशकौँ भइसक्यो।
अरः बल्ल ठिक कुरो उठायौ । हाम्रो देशको प्रमाणपत्र हुनेहरु प्राय थन्किसके। अब रहेकाहरु प्राय तिनै तेंगेका आयतित जुवाइ र बुहारीहरु छन्। अन्तिम अन्तिमतिर पुनर्वासमा जानेहरुको छ महिना जतिको तथ्याङ्क सर्वजनिक गर्नु। तेंगेहरु एक प्रतिशत जति पर्लान्। त्यही आधारमा दुई तीन सय तेंगेहरु फर्काएर ल्याउनु पर्छ। अन्तराष्ट्रिय नजरमा पापमोचन हेतु। अनि त कुनै अन्तराष्ट्रिय अदालतले पनि छुन सक्दैन। अनि भ्रमण गरौला नि देश विदेश भाषण दिँदै।
अदाः विकसित देशमा पुगेकाहरु र तिनका सन्तानले त सधैँ हामीलाई सराप्ने र हाम्रो विरोध मात्रै गर्ने भए नि। युगौँ युग, पुस्तौँ पुस्ता सराप र विरोधको विषय बन्ने भयौँ जस्तो लाग्छ ।
अरः त्यसो हुनदिनु भएन नि। त्यसैले त तिमीलाई दूत बनाएको छु। तिमीले विकसित देश गएकाहरुको स्तिथि अध्ययन, अनुसन्धान गर्नु। गल्तीबाट पाठ नसिक्नेलाई खल्तिबाट पाठ सिकाउने ठाँउ हुन ती देशहरू। राम्रो काम, प्रगति, उन्नति गरे भने, तेस्रो देश पुनर्वासको परिबन्द मैँले मिलाएको भन्ने समचार फैलाउनु। दुःख पाए, बेहाल हुँदै गए भने उनीहरूकै नेताहरूले सहिछाप गरेर पठाएको भन्दिनु ।
अदाः हजुरले गरेको भनेर, सजिलै विशवास दिलाउन सक्छु। एक दुई भेटका कुराहरू बङ्ग्याउँदा मिलाउन सकिन्छ। तर तिनीहरूलाई तिनका नेताहरूको विरोधमा उठाउन झन् झन् गाह्रो पर्दैछ।
अरः किन आत्तिएको ? तेस्रो देश पुनर्वासको कार्य लागु गर्नु अघि लगभग सबै नेताहरूको स्वीकृति सहिछाप लिएको सबै प्रमाण मसँग छ। आवश्यक परे एकएक गर्दै चुहाइदिउँला नि ।
अदाः दुई तीन सय तेंगेहरु फर्काएर ल्याउने त भन्नु भयो। तिनलाई कस्तो व्यवहार गर्ने?
अरः अति उत्तम। अति उत्तम व्यवहार गर्नु । छरपष्ट, विभिन्न ठाँउमा बसाउनु। एकदुई परिवार यही राजधानी नजिकका ठुलठुला घरमा ह्वीलच्यार चल्ने बाटो सम्मको, सबै सुविधा दिएर पाल्नु। तिनको सञ्चार नजानिँदो तरिकाले रेकर्ड गर्नु, बस्। बाहिरबाट जो जो हेर्न आउँछन्, तिनैलाई देखाउनु र अन्यलाई पनि समान सुविधा दिएको छ भन्दिनु ।

अरः तिम्लाई ऐले सारा संसार घुम्न कस्ले रोकेको छ र?
अदाः म मन्त्री हुँदा भएका हत्या, बलात्कार, धावा, धरपकड, नागरिकको देशनिकालामा सबैले मलाई जिम्मेवार ठान्छन् । म जहाँ पनि गिरफ्तार हुन…. (अदा टक्क रोकिए, अर मुस्कुराए, दुवै बेस्सरी हाँसे र जीवनमा पहिलोपटक अँगालोमा बाँधिए )
अरः म ढुक्क भएँ मैले ठिकै मान्छेलाई मन्त्री बनाएँछु।

अदाः महाराज, मलाई मन्त्रीबाट दुत बनार डिप्लोमेटिक ईम्मुनिटी (कूटनीतिक प्रतिरक्षा) को कवच दिनुभएको रहेछ। हजुरजस्तो महाराजको सेवक बन्न पाएकोमा सदैव ऋणी रहनेछु।

म दोधारमा छु । जाउँ कि नजाउँ । भोलि मलाई दोस्रो पटक मैत्री समाजले बोलाएको छ । मैत्री समाज सम्झने बित्तिकै पहिलो पटकको घटना मेरो यादमा नाँच्न थाल्छन् ।
भुटान सरकारका प्रियतम साथीहरु मिलेर आयोजना गरेको मैत्री समाजको भेलामा मलाई पहिलो पठक निमन्त्रणा दिएको छ, जसले मलाई दोधारमा पार्यो यो विषय लिएर पहिलोपटक । न जाउँ घुलमिल गुणगान सुन्नु पर्ने । के गरौं के नगरौं !
यस्तैमा मसंग मिल्ने र मेरो यथार्थ पृष्ठभूमि जानेका साथीहरु पनि त्यो भेलामा रहने हुँदा खासै अप्ठारो मान्नु पर्नै दुगर्ती नआउलान् भन्ने ठानी त्यो निमन्त्रणा स्वीकार गरेँ र लागें भुटान मैत्री समाजको जमघटतर्फ ।
झण्डै ५०-६० जना भुटानप्रेमी मानिने जिग्मेप्रेमीहरु भेला भएका रहेछन् । तिनीहरुमध्ये ५-६ जनाले भुटानभूमि टेकिसकेका रहेछन् र अरुहरु पनि भुटान जान इच्छुक रहेछन् । एक जना, भुटानको विकास क्रान्तिमा पुस्तक लेख्न तम्सिएका पनि रहेछन् ।
हामी पुगेको केही क्षणमै कार्यक्रम सुरु भयो । मैत्री समाजका अध्यक्षले तयारी स्वगत मन्तब्य राखे र त्यहाँ उपस्थितमध्ये गण्यमान्य ब्यक्तिहरुको बढिबढाउका साथ परिचय दिए । उनले दिएको परिचयवाट ठूलै लाग्ने एक जना वृद्धा रहिछिन् जसको श्रीमान स्वतन्त्र हुने बखत बङ्लादेशलाई संयुक्त राष्ट्र संघमा प्रतिनिधित्व गर्दै अन्तरराष्टिय सहयोग जुटाउन खटिएका बङ्गलादेशी अधिकारी थिएछन् ।
उनी भुटानप्रति कृतज्ञी रहिछिन् । उनका अनुसार बङ्गलादेशको स्वतन्त्रताको समर्थन छिमेकी राष्ट्रकातर्फबाट भुटानले प्रथम मत दिएको थियो रे । बङ्गलादेशी वृद्धाले रोचक मन्तब्य राखिरहेकै बेला एक जना स्वयंसेवकझैँ लाग्ने आयोजकका एक जना सदस्यले मलाई पनि केही शब्द राखिदिन भने ।
म केहि अन्कनाएँ र सोधें, “मैले के भन्नु र?” “ आफ्नो मनखुसी जे भने पनि हुन्छ” उनले भने। कुनै दिन बोलौँला तर आज म तयार छुइनँ भन्दा धरै पाइनँ । त्यसपछि क-कसले के-के बोले मेरो मस्तिष्कमा रहेनन् । म के भन्ने र कुन शब्द प्रयोग गर्ने भन्ने सोचाइमा डुबुल्की मारिरहें । सधैँ समूहसामु प्रस्तुत हुनु अघि टोष्टमास्टर्स क्लवबाट सिकेका नियमबमोजिम कागजमा बुँदागत शैलीमा लेखेर तयार हुने बानीले खुल्लारुपमा सोच्न सक्ने बानीलाई विस्थापित गरेको धेरै भइसकेको रहेछ । मन-मनै वाक्यहरु बनाउँदै जान्छु; नयाँ नयाँ विचारमा चडेर नौलो-नौलो वाक्य र शब्दहरु हामफाल्दै आउँछन् । तल राख्ने कि माथि, पहिले कुन वाक्य शुरु गर्ने र अन्तममा कुन वाक्यले बिट मार्ने भन्ने मन-मनै किचलो छाँगोबाट खस्यो: यी सबै जना भुटानप्रति यति धेरै सकारात्मक छन् कि यिनको मनमा मैलो छ्यापेर के काम? धन्यवादै धन्यवादको शब्दडङ्गुर थुपारिदिए झन्झटै साफ- विचार आयो । एक छिन शान्त भयो मन, नराम्रो चट्टानमा पछारिएझैँ । मन न हो, फेरि अर्को तरङ्ग पस्यो र तुफान चलायो मनभित्र । त्यो जिग्मे, जसले ऊभन्दा पहिलो त्यही ठाँउमा जन्मेका उसका दाजु, दिदी, काका, बाबु , आमा, हजुरबाबु, हजुरआमा सम्मान जनतालाई क्रुर बनेर दुःख दियो, देशवाटै लखेट्यो, विदेशी भन्यो, आप्रवासी बनायो, त्यस तानाशाहलाई किन राम्रो भन्ने ? उसको कुकर्म लुकाउन म किन भागिदार बन्ने ? पत्याउन या नपात्याउन मैंले २० वर्षसम्म अमानवीय जीवन जिएको छु । म किन जति कुटे पनि पुच्छर हल्लाउँदै मालिकको पाउमा लिप्त हुने खिच्चा कुकुरको मति लिएर बाँच्नु । जिग्मेको कृत्रिम खुसियालीमा न मेरो समर्थन छ न त्यो देखावटी नीतिमा विश्वास नै ।
जसले जेसुकै सोचुन् म सत्य बोल्छु भन्ने अठोटका साथ आँट पलाएर आयो । यतिकैमा मान्यजनहरुको मन्तब्य सकिएछन् र छोटो वक्तब्य राख्न खुशी भुटानी शब्दहरुले सम्बोधन गर्दै खुसियालीको रहस्य बाँड्न भनी मलाई सभासामु बोलाइयो । रक्तसञ्चार तेज भयो, घाँटीभित्र भ्यागुता कुद्न थाले, आनुहारमा लाली चल्यो, मेरो टाइमा सानो माइक टँसाइयो र म बोल्न थालेँ ।
भुटान मैत्री समाजका अध्यक्ष, सभाध्यक्ष, भुटानका परममित्रहरु, महिला तथा सञ्जनवृन्द । यो पावन भेलामा मलाई बोल्ने मौका दिएर तपाईँहरुले सहि गर्नु भयो वा गलत, म भन्न सक्दिन । अन्त्यमा जे सन्देश लिएर घर फर्कनुहुन्छ त्यो म भन्न सक्दिन, त्यसैले म शुरुमै भुटान र भुटानीहरुको तर्फबाट र मेरो हदयबाट हार्दिक धन्यवादका साथ शितल अभिवादन । यो सभामा उपस्थित मध्येको सबैभन्दा अनौठो ब्यक्ति हुँ म । किन कि मेरो जन्म भूाटनमा भएको थियो । मेरो आधा जीवन भुटान मै बित्यो । भुटान सानो देश हो । दुई विशाल राष्टहरु भारत र चीनको विचमा कुँजिएर बसेको छ । भुटानमा राजाको शाषण चल्छ । अहिले दुईजना राजाहरु छन्ः महाराजा र युवा राजा । दुई जना बाबु छोरा भएकाले मिलेर साशन गर्छन् । देशमा सबै कुराहरु राजाहरुको कृपा र इशारामा मात्र चल्छ । राजाको इच्छा विपरित केही पनि चल्दैन । मान्नुहोस् राजाहरुले चाहेन्न् भने हावा चल्दासमेत पातहरु हल्लिने छैनन् । राज्यमा राजा हुनुमा धेरै राम्रा पक्षहरु छन् । जनताले भविष्यको चिन्ता लिनु पर्दैन, विकासको फिक्री गर्नु पर्दैन | कुनै कुराको योजना वा निर्णय लिने जोखिम मोल्नु पर्दैन । राजाले चाहे चौकिदारलाई प्रधानमन्त्रि र मन्त्रिलाई गोठालो बनाउन सक्छन् | चौकिदारलाई प्रधानमन्त्रि र मन्त्रिलाई गोठालो बनाउन सक्छन् हुकुममार्फत । गरीवलाई धनाड्य र पापीलाई महात्मा बनाएका कथाहरु प्रसस्तै छन् । १९९८ ताका यस्तै करामत देखाए महाराजाले प्रत्येक वर्ष एक जना मन्त्रीलाइ दलहरु खेली, चुनाव गराए र प्रजातन्त्र भनी घोषणा नै गरिदिए ।
राजाले पदोन्नति मात्र छैन दुर्गति पनि गराइदिन्छन्, उनले भनेको नटेरे । त्यस्तै गरे १९८० को दशकको अन्त्यतिर । आफूले दिएको आदेश नपत्याएको भनी एक चौथाई जनतालाई तारो बनाए, तिनको घरवार लुटे, कतिलाई जेलमा सडाइदिए कतिलाई देशवाटै हुत्याइदिए । आज दुई दशकपछि पनि ती लाखौँ भुटानीहरु नेपाल, अमेरिका र अन्य मुलुकमा अनागरिक र राष्ट्रहीन भएर भौँतारिइरहेका छन् । ती लाखौंमध्येको एक जना अहिले तपाईंहरुको सामु बोलिरहेका छ ।
यसैविचमा देशमा अनेक अनिष्ट र संकट आइपरे जसलाई सभ्य पार्न राजाले नयाँ हुकुम दिएका छन् । जस अनुसार सबै खुसी हुनै पर्ने । अहिले राजाको त्यहि आज्ञाअनुसार देशवासीहरु खुसी हुनै परेको छ । जो खुसी हुन चहाँदैनन् वा सक्दैनन् तिनीहरु देशद्रोही, राजद्रोही, आतंककारी हुने छन् र कि देशवाट निकालिने छन् कि त जेलमा सड्ने छन् । राजा…………’
मैंले बोल्दै गरेको माइक मर्छ ध्वानि बन्द हुन्छ र बोल्ने समय सकिएको संकेत आउँछ मलाई । अन्त्यमा धन्यवाद सुनाउन नपाए पनि धन्यावादको इसारामा शिर निहुराएर म आफ्नो सिटतर्फ लागेँ । सबैले मलाई हेरिरहे त्यो सभाको सबैभन्दा अनौठो मानवलाई जीवनामा पहिलो पटक दैविक आन्नदको अनुभूति भयो । मन गर्वले फुलेर आयो । सभाका केही मान्छेले मात्रै सहानुभूतिपूर्ण नजरले हेरे। अधिकांश नजरहरुमा क्रोध दौडिरहेको थियो मानौं उनीहरु बदला लिन तयार छन् । त्यो घटना घटेको एक वर्ष भएछ ।
भोलि मलाई मैत्री समाजले दोस्रो पठकमा बोलाएको छ । म दोधारमा छु जाउँ कि नजाउँ । र गएँ भने के बोलौं भनेर ।

लामो थियो परिचय,
बिर्सनलाई गाह्रो पर्ने

Visit to Barah Chettra

A visit to Kaulepani / Gaon Sahar: the place of origin of Shah Dynasty that ruled Nepal for centuries

On the second day of the Tika of 2016 Dashain, we were stranded at Besisahar. Shanta and I were in the town, on the way to Manang for sight seeing. Two jeeps available for the day were packed and we were left out. Our second destination Bhujung that included Ghale Gaon was out of our luck too, for the same reason. No jeep. The drivers were at large to celebrate their annual leave and festival. But something better was on our way. We used our natural means of transport. Our feet. We climbed the mountain leading to Gaon Sahar. There was a snaky road recently dug and rarely used by wheeler. A native or a fast walker takes about forty to fifty minutes. We were not in a rush. We climbed the mountain studying the vegetation and enjoying the beauty of the landscape.

Half way up the mountain was the Gaon Sahar palace. The palace of the Shah kings. From there the Shah dynasty spread to Gorkha and finally unified the country Nepal. The palace was in good standing, protected by barbed wires. Unfortunately, it had turned into an abattoir in the name of the sacrifices. People flock to this site to offer blood to the deities. Thousands of animals are sacrificed during the two Dashains; Chaite Dashain and Bada Dashain.

The palace was on the top of a cliff. The cliff protected it from north and to wards its south was a large stretch of cultivated land with some houses in between the green fields. That was Gaon Sahar. A few minutes walk beyond the palace was Kaulepani, recently famous for its community based home stays. The Kaulepani home stay had won national awards and was part of One Village One Product (OVOP) initiative.

Our host for the evening was Dev Gurung’s family. Dev was the Headmaster of the local school and living historian of the region. He can spend hours talking on the life of the Shah kings nine generations prior to Prithvi Narayan Shah. He is one of the living legends of Gurung ethnic groups.

We were welcomed; first by a cleansing ceremony. The Gurung ladies sprinkled holy water at us, provided nine stringed nine knotted thread, home brewed spirit and bouquet of flower. We had meal made from the local ingredient. One of the items in the meal that attracted my appreciation was shellroti made from finger millet flour. Black but delicious. We shared the family dinner.

The following day, we started with the sight of the mountain. There are more than fourteen mountain peaks in front at 180 degree angle. There are no interrupting mountains between the snow clad peaks and Kaulepani, the sole reason that attracts the mountain lovers. One villain that often appears in between is the cloud and we faced it too.

We were guided to temples, view tower and a dummy house prepared for shooting films. We were asked not to make public the photographs of the film house. One of the guides told us that the film being shot was called ‘lalpurja’. They were not sure.

The departure was a painful separation from a family. The host family provided us yogurt to sip. We were decorated with flower garlands and token of love.

Caution: if you are planning to visit Kaulepani for home stay experiences, make reservation through phone. Twelve houses that accept paying guests are mostly full.

It was a wonderful experience. Thank you very much our host family. Miss you all.
